Akbar Babaei, head of Iran’s National Research Institute, announced on July 24 that according to Article 15 of the Iranian Constitution, only Armenians have the right to be educated in their mother tongue. He also added that the article related to the teaching of local languages in the above article was misunderstood and only refers to Armenians, not Turks.
